At the request of the Charité – Universitätsmedizin Berlin, a specialist Bundeswehr laboratory carried out toxicological tests on samples from Alexei Navalny. The results of these tests have revealed unequivocal proof of the presence of a chemical nerve agent from the Novichok group. Alexei Navalny was flown from Russia to Berlin for medical treatment on 22 August, exhibiting symptoms of poisoning.
Federal Chancellor Angela Merkel, Federal Finance Minister Olaf Scholz, Federal Foreign Minister Heiko Maas, Federal Interior Minister Horst Seehofer, Federal Justice Minister Christine Lambrecht, Federal Defence Minister Annegret Kramp-Karrenbauer and the Head of the Federal Chancellery, Prof. Helge Braun, discussed the matter early this afternoon and agreed on further steps.
The fact that Alexei Navalny was the victim of an attack with a chemical nerve agent in Russia is shocking.
The Federal Government condemns this attack in the strongest possible terms.
The Russian Government is urgently called upon to make a statement on the incident.
Mrs Navalny and the doctors treating Alexei Navalny were informed about the results of the tests.
The Federal Foreign Office will inform the Russian Ambassador about the results of the tests.
The Federal Government will inform its partners in the EU and NATO about the results of the tests through the usual channels via the Federal Foreign Office. It will discuss an appropriate joint response with its partners in the light of Russia’s pronouncements.
The Federal Government will also contact the Organisation for the Prohibition of Chemical Weapons (OPCW).
The Federal Government will inform the parliamentary groups in the German Bundestag.
We hope that Alexei Navalny will make a full recovery.

On 2 September 2020, the Federal Government announced that, at the request of the Charité – Universitätsmedizin Berlin, a specialist Bundeswehr laboratory carried out toxicological tests on samples from Alexei Navalny. The results of these tests have revealed unequivocal proof of the presence of a chemical nerve agent from the Novichok group.
This constitutes a severe violation of the Chemical Weapons Convention (CWC). The Federal Government has therefore requested that the Organisation for the Prohibition of Chemical Weapons (OPCW) help analyse evidence related to the Navalny case. This request for OPCW assistance was made in accordance with Article VIII 38 (e) of the CWC, which enables all States Parties to obtain technical assistance from the OPCW.
On this basis, the OPCW has taken test samples from Mr Navalny and has made the necessary arrangements to have these examined in OPCW Designated Laboratories.
Moreover, the Federal Government has requested that France and Sweden as European partners conduct an independent examination of the German evidence, based on new samples taken from Mr Navalny. The results of this examination by specialist laboratories in France and Sweden have meanwhile been released and confirm the German findings.
In efforts separate from the OPCW examinations, which are still ongoing, three laboratories have meanwhile independently of one another presented proof that Mr Navalny’s poisoning was caused by a nerve agent from the Novichok group.
We once again call on Russia to make a statement on the incident. We are closely consulting with our European partners regarding possible next steps.

THE HAGUE, Netherlands—17 September 2020—Further to the statement issued by the Director-General of the Organisation for the Prohibition of Chemical Weapons (OPCW), H.E. Mr Fernando Arias, on 3 September 2020 concerning the alleged poisoning of Mr Alexei Navalny with a nerve agent, the Technical Secretariat of the OPCW has received from the Federal Republic of Germany a request for technical assistance under subparagraph 38(e) of Article VIII of the Chemical Weapons Convention (CWC).
Prior to this request, on 3 September 2020, the Director General received a letter from the State Secretary of the Federal Foreign Office of Germany, H.E. Mr Miguel Berger, stating that German experts had found that a nerve agent from the so-called “Novichok group” could be determined as the source of this poisoning. On this basis, the Technical Secretariat adopted specific preparatory measures to be ready to respond to any request from Germany. Throughout this process, the Technical Secretariat has remained in continuous contact with the German authorities while awaiting their decision. Contact has also been maintained with other States Parties to the CWC.
A team of experts from the Technical Secretariat independently collected biomedical samples from Mr Navalny for analysis by OPCW designated laboratories. Results of this analysis are forthcoming and will be shared with the German authorities.
Background
The Federal Republic of Germany requested technical assistance from the OPCW Technical Secretariat, under subparagraph 38(e) of Article VIII of the Chemical Weapons Convention, in relation to the alleged poisoning of Mr Alexei Navalny. Article VIII, paragraph 38(e) of the Chemical Weapons Convention states that the Technical Secretariat shall provide technical assistance and technical evaluation to States Parties in the implementation of the provisions of the Convention, including evaluation of scheduled and unscheduled chemicals.
OPCW experts and designated laboratories are a lynchpin of the Organisation’s verification regime and its capacity to investigate allegations of the use of chemical weapons. OPCW designated laboratories must be able to perform off-site analysis of chemical samples collected during OPCW deployments. They offer the necessary assurance to States Parties that chemical analyses needed to make determinations or to clarify issues related to such deployments are carried out competently, impartially, and with unambiguous results.

"Results of this analysis are forthcoming and will be shared with the German authorities."

According to the Charité medical team, clinical findings indicate that Alexey Navalny was poisoned. In view of Mr Navalny’s major role in Russia’s political opposition, the country’s authorities are urgently called upon to fully investigate this act as a matter of urgency – and to do so in a completely transparent way.
Those responsible must be identified and brought to justice.
We hope that Mr Navalny can make a full recovery. We also send our best wishes to his family, for whom this is a most trying experience.
